Thank you for taking the time to report this bug and helping to make
Ubuntu better. Packages from third-party repositories can interfere with
the way Ubuntu resolves and installs dependencies. Even if you now
disabled the third party repositories the packages you installed
(possibly during a system upgrade) were not removed.

Since it seems likely to me that this is a local configuration problem,
rather than a bug in Ubuntu, I'm marking this bug as Incomplete.

  Check if you are using third party repositories. If so disable them, since they are a common source of problems.
  Furthermore run the following command in a Terminal: apt-get install -f
  Transaction failed: The package system is broken
   The following packages have unmet dependencies:

  openssh-server: Depends: openssh-client (= 1:8.0p1-6build1) but it is not installed
  openssh-sftp-server: Depends: openssh-client (= 1:8.0p1-6build1) but it is not installed
