Upstart is unsupported as an init system in Ubuntu 16.04. Upstart
support in dependent packages exists for upgrade purposes only. Given
that the plymouth units only run at boot, there is no requirement for
these units to be included in Ubuntu 16.04.

Bug description:
Plymouth in Xenial is missing Upstart units. Because of this, any
system using Upstart as the init system will not automatically start
the display manager.
Step to reproduce:
1. On a minimal system, "sudo apt install upstart-sysv lightdm".
2. Restart the system.
Expected result:
LightDM starts.
Actual result:
LightDM doesn't start and I'm on the console login prompt. By checking /etc/init, I see:
$ ls /etc/init/plymouth*
ls: cannot access '/etc/init/plymouth*': No such file or directory
Ubuntu version: 16.04, updated as of 19 December 2019
Plymouth version: 0.9.2-3ubuntu13.5
