This issue has been fixed on ubuntu 20.04 LTS development branch daily
build 20191226.

  grub was being  installed on wrong partition and then crashed

Status in grub-installer package in Ubuntu:
  Fix Released

Bug description:
  Booted live session on USB. Ubuntu 19.09 was being installed on
  (/dev/sdb) USB 2.0 flash drive formatted entire drive as zfs. Grub was
  being installed on internal SSD (/dev/sda4 installed ), grub
  installation failed and ubiquity crashed.
