[Bug 1814249] [NEW] ssh host keys not generated on installer image

Steps to reproduce:

1. Boot into the installer.
2. Press Alt-F2 to get a shell.
3. Use "ssh-import-id" to import your own ssh key.
4. Type "ip a" to get the IP address.
5. Log in from a different machine on the same network.

sshd fails to work because the host keys are not generated.

Workaround: dpkg-reconfigure openssh-server && systemctl restart ssh

Use case: for any kind of hacking around what the installer is doing, it
is convenient to do from a different machine where I have a terminal
window, a web browser, copy and paste, etc available.

I believe, but am not certain, that this happens with the subiquity
image currently available for download for 18.04.
