[Bug 564364] Re: dpkg install should not assume any services are running. I had to do apt-get dist-upgrade in emergency mode and it broke because this service assumed it could do update-binfmt from a kernel this distribution did not own.

I think this is essentially the same thing as bug 534211, or at least
can be fixed in the same way. I'm working on an upstream fix now.
