[Bug 1835726] [NEW] Misleading and incorrect name and description of the package

Public bug reported:

The name is "zram-config". And it is not quite correct. The package
doesn't configure the zram kernel module. It actually
defines/creates/configures/manages zram based swap. The core
benefit/"business value"/outcome is(are) swap(s). That's why this word
("swap") should be a part of the package name. I propose the name "zram-
swap" (this name is free right now).

Now about the description. It is "Upstart job to enable zram support".
Same thing as I mentioned above regarding the name. It doesn't "enable
support". The zram is there by default. I propose to change it to
something like "Upstart job that manages zram based swap(s)".

Obviously this is not a big issue. But it is really misleading. I have
seen a lot of statements where people are simply unable to distinguish
between zram and swap. Lets not spread misleading information. At least
here. Lets bring some light of knowledge. :)
