The problem is with the server, not the clients. More information:

** Changed in: nfs-utils (Ubuntu)

Title:
  “Connection timed out“ when trying to mount a NFS folder on aarch64
  after update of the server

Status in nfs-utils package in Ubuntu:
  Invalid

Bug description:
  I have a NAS with Archlinux and this version of important software:
  $ pacman -Q nfs-utils
  nfs-utils 2.4.1-1
  $ uname -a
  Linux pogoplug 5.1.16-1-ARCH #1 PREEMPT Thu Jul 4 02:24:05 UTC 2019 armv5tel GNU/Linux

  And since the last major update on it I cannot mount NFS shared
  folders from my RaspberryPi 3 running Ubuntu 18.04 aarch64.

  With my laptop running Ubuntu 18.04 x84 it works fine, but when I try to mount a folder from the Pi with something like:
  $ sudo mount 10.1.1.230:/srv/nfs4/external-3.1/directory /media/nextcloud-external-3.1/

  I get a "mount.nfs: Connection timed out"

  I've activated the debug mode in the Pi with:
  $ sudo rpcdebug -m rpc -s all

  But cannot understand what the problem is from the logs. They are
  attached.
