Bug description:
  The ubuntu-wsl meta package is a new meta package depending on utilities for integrating Ubuntu with the host Windows environment.
  Earlier Ubuntu WSL installations did not have it pre-installed, thus installing it on release upgrades helps making the Ubuntu experience on WSL better.
