[Bug 1837519] [NEW] plymouth-theme-spinner should show an Ubuntu logo when BGRT is missing

Public bug reported:

On a fairly new Lenovo laptop (T580) I tested, it doesn't have BGRT
defined. So it's empty above the spinner.

I also tried Windows to see how it handles when BGRT is missing, it
shows a Windows logo for this case.
