[Bug 1837545] [NEW] Please don't try and fail to reboot in WSL after the upgrade is finished

In WSL the default simple init system does not allow rebooting.
To avoid confusing users it would be better to show a message fitting WSL rather than offering to reboot then failing and showing technical details.
