  Installation will not create encrypted (non root) partition

Bug description:
  I am performing a fresh install of Ubuntu Mate 18.04. I used the
  installation partition screen to manually partition the drive as
  follows:

  primary partition 1 - 12 GB mount as /
  primary partition 2 - 2 GB as swap space
  primary partition 3 - rest of disk, encrypted, mount as /data

  I am prompted for a passphrase which I provided. When I attempt to
  move forward with this configuration I am presented with a window
  titled "Unsafe swap space detected..." It explains that the swap space
  should be encrypted (which is true) and tells me to disable swap with
  swapoff or make an encrypted swap space. This can not be done during
  the installation. It then tells me "This program will now abort."

  The installation WILL continue successfully. Upon booting the newly
  installed OS I find:

  The root partition is present as specified during the installation
  Partition 2 encompasses the balance of the disk
  Logical partition 5 is shown as non-encrypted swap space
  Logical partition 6 is shown as "unknown"

  I would have expected:

  1 - The installer warned me about un-encrypted swap - OK - but it then
  should have offered the option to create encrypted swap.

  2 - If it was not possible to create encrypted swap during
  installation then the installer should not offer to create encrypted
  partitions.

  3 - I specified primary partitions. This choice should have been
  respected.
