Bug description:
  core18 snap missing from bionic desktop, snaps fail to seed offline

  yet gnome-logs etc depend on core18

  Note the livecd-rootfs in bionic does not have snap-tool and is not
  using it.

  Possibly we need to force seed core18 manually somehow....
