4.17 is both in Disco and Eoan so this can be closed.

Status in btrfs-progs package in Ubuntu:
  Fix Released

Bug description:
  btrfs-prog v4.16.x shipped with Ubuntu 18.10 cosmic has a regression
  that prevent incremental backup  between subvolumes which have parent
  subvolume mounted on "/".

  Ubuntu installer allows btrfs as install root and makes subvolume "@".
  `do-release-upgrade` makes snapshots "@apt-snapshot-*" while
  upgrading. In this case, incremental backup between those @apt-
  snapshot-* cannot be taken unless umount the root subvolume

  The fix has been merged into upstream v4.17, can be found here
