Could you please /var/log/apport.log to your bug report after you

in advance.

Title:
every boot mysterious system program crash detected without crash
  entry, report now does nothing

Status in update-notifier package in Ubuntu:
  Incomplete

Bug description:
Every boot after a short delay a dialog pops up "System program
problem detected" (in German: "Es wurde ein Problem mit einer
Systemanwendung festgestellt. Möchten Sie das Problem jetzt melden?").
The dialog is linked to the update-notifier application and PID.
Pressing "Cancel" or "Report problem" (Problem melden) does nothing.
There is not entry in /var/crash. The update-notifier process keeps on
running, and new updates are reported.

I did already: remove and purge update-notifier (and update-manager
and do-release-upgrade-gtk), then this dialog does not happen.
  Reinstalling update-manager (and update-notifier and do-release-
upgrade-gtk) brings back this mysterious crash dialog. I see no way to
track this bug down further, as there is not crash entry, and the
journal shows no entry for update-notifier.

System is Bionic Beaver 18.04.2 LTS , update-notifier is version
  3.192.1.5, kernel is 4.18.0-21-generic i686.

There is no visible defect, just the annoyance of a seemingly
  superfluous error dialog.
