[Bug 1832762] [NEW] enable kassel image flavor for uc18

[Justification]
Enablement of a new UC18 image type.  Ubuntu Core 18 images are built from bionic, therefore this must be SRUed into the bionic release.

[Test case]
1. Build a set of UC18 images with livecd-rootfs from proposed, including for the 'kassel' subarch.
2. Ensure that the non-kassel images build successfully.
3. Ensure that the kassel image builds.

[Regression potential]
This refactors some code around the building of non-kassel Ubuntu Core images.  The rigorous UC image release process guards against regressions impacting end-users.
