This bug was fixed in the package livecd-rootfs - 2.525.27

  * Replace "snap download" with tool that uses snap store's coherence
    feature.
  * Detect which core snaps are required and install them on-the-fly.
  * If image has core18 snaps only, automatically preseed snapd.

Bug description:
  core18 snap missing from bionic desktop, snaps fail to seed offline

  yet gnome-logs etc depend on core18

  Note the livecd-rootfs in bionic does not have snap-tool and is not
  using it.

  Possibly we need to force seed core18 manually somehow.... or backport
  the snap-tool improvements to bionic. Going with that route.

  [Testcase]

  * build ubuntu desktop
  * check that it has core and core18 seeded as deps of the snaps
  * check that there are no other changes to the snaps seeded
