This bug was fixed in the package golang-1.8 - 1.8.3-2ubuntu1.18.04.1

  * Fix FTBFS (LP: #1815396):
    - On ppc64el by converting some tests that ran with unsupported linker
      flags to run with supported ones.
    - On arm64, by backporting fix to flags passed to host linker from
      upstream.

Bug description:
  golang-1.8 fails to build on ppc64el. The fix for disco is to remove
  the package but for bionic we should patch it.

  [test case]
  build the package.

  [regression potential]
  The patch only affects the tests so will not affect use of the package. There is always the change that the rebuilt package will be broken in some way that the current one is not but it seems very unlikely.
