Fwiw wheel 0.32.3-2 has been synced to disco-proposed, however it
doesn't seem to have migrated to the release archive.

Bug description:
  The fact that Ubuntu only provides and older version of wheels leads
  to funny bugs downstream, e.g., [1]. Debian already has 0.32.3 [2];
