My upgrade test indicates that it happens in the tarball so this is
already fixed for upgrades from cosmic.

Bug description:
  I just did an `update-manager -d` update from cosmic -> disco. It
  alerted me that Livepatch was going to be disabled, but the thing is
  it wasn't enabled before!
