Per the upstream bug:

The designation of apps in the Utilities folder is the job of gnome-
software:

  Livepatch
  Software Updater
  Power Statistics
  Startup Applications
  Startup Disk Creator
  Passwords and Keys
  Input Method

  Please, consider moving them to the Utilities folder.
