[Bug 1829428] [NEW] update subversion to 1.10 in 18.04 LTS

Public bug reported:

1.10 is the latest subversion LTS release (1.12 is the latest "regular"
release). Ubuntu 18.04 LTS is currently using subversion 1.9.7. It would
make sense for Ubuntu LTS to use the latest subversion LTS.
