Ran a test build of amd64+kassel on a livefs builder for bionic (with proposed enabled):

All looks good. From the logs I see that the right extra snaps are
installed, as we want for the kassel model.

Note: we will still need to modify cdimage to add the kassel device
there to the default arches built. But that's a separate change.

Bug description:
  [Impact]

  In eoan+ we currently enable building the amd64+kassel family of
  images for core18. Since we should be building core18 via bionic, this
  support needs to be backported.

  [Test Case]

  Build the kassel ubuntu-core image using bionic and make sure it
  builds successfully.

  [Regression Potential]

  Other core18 images might fail to build or not have the proper
  arguments passed, but that would be easily visible.
