I then installed grub manually:

ubuntu at ubuntu:/$ sudo mount /dev/nvme0n1p3 /mnt

several minutes went before the line "grub-probe: error: cannot find a GRUB drive for /dev/sdb1.  Check your device.map." appeared and the command finished. /dev/sdb1 is the usb stick with the installer.

  19.10 Grub install fail on Alienware Steammachine R2

Status in grub-installer package in Ubuntu:
  New

Bug description:
  I did a new install of 19.10 on an Alienware Steammachine R2 along
  SteamOS 2.0 and got a grub install error.

  The error message was

  Executing 'grub-install /dev/nvme0n1' failed.
  This is a fatal error.

  The installation was to a nvme where I had left around 140GB unused
  partition space, which the installer chose correctly when I chose
  install along side SteamOS.

  I started the installer directly from the grub menu. I then selected
  Normal Installation, Download updates and install third party
  software.

  This was with a fresh downloaded installer today, I reported a
  previously bug in 1851560 where I used the beta installer from
  September 26 and that time I started Ubuntu first without installing
  and started the installer from the desktop. With the same result.
