This bug was fixed in the package livecd-rootfs - 2.525.35

Bug description:
  [Impact]

  The livecd-rootfs branch is very outdated, so it was missing the per-
  series conditional for building core18 images. I did not expect this
  to be missing. Without it we still can't build core18 on bionic.

  [Test Case]

  Run a livefs bionic ubuntu-core build and make sure the right base:
  core18 model assertion is used.

  [Regression Potential]

  None. This code path is not used at all currently and will only be
  used once we get the ability to build core18 images (which is after
  this lands).
