Good question, I'm unsure how it's handled but it's possible that it
keeps the log in memory until the disk is available to write the content

Bug description:
  I'm not sure what package handles it as my researching skills are
  lacking.

  I have Ubuntu 19.10 installed with full drive encryption and when I
  boot up my laptop it asks for the unencryption key. If I power on my
  additional displays during that screen the keyboard doesn't input
  anything to the unencryption key field anymore. The keyboard works
  otherwise and I can ctrl+alt+del to reboot. Works normally if the
  displays are on from the start and not powered on during the
  unencryption screen.
