I can confirm there are no issues when booting with the package from the
ubuntu-security-proposed PPA.

Bug description:
  After installing latest microcode update: version
  3.20191021.1ubuntu0.18.04.2, the system is stuck in a reboot loop. De-
  installing the amd64-microcode package fixes the issue.
