I have now tried apt-get --purge update-manager, reboot, reinstall from
software store and it still will not launch the updater.

Status in update-manager package in Ubuntu:
  Incomplete

Bug description:
  software updater will not launch following the latest update.
  Clicking the icon does nothing.  command ubuntu-bug returns only error
  messages.  command apt update && upgrgade appear to work, but find no
  further updates for 24 hours, which is an eternity for daily builds.
  I have tried everything I can think of, such as purging list files, to
  no avail.
