Title:
  update-manager don't maximize downloading package list with bottom of
  the window border

Status in update-manager package in Ubuntu:
  Confirmed

Bug description:
  The graphical update-manager has a bug when it is downloading new packages. 
  The downloading list package don't increase its vertical size when we increase size of the windows. 
  It's working on horizontal size. 

  And during the installation phase, the black command list instruction
  is correctly linked to the bottom border (OK)
