[Bug 1847958] [NEW] Login Loop, then Splashing Start Screen

Public bug reported:

1st there was login loop, then I reinstalled Ubuntu 18.04, but again
Splashing Start Screen and Boot loop ? Then I edited GRUB and removed
"quite splash", then I was able to boot ? Why this Login and Booting
Loop ?
