[Bug 1848074] [NEW] iso 20191012, zfs: no boot after install

Public bug reported:
T420 laptop, just one ssd (/dev/sda). Installation proceeded as normal,
but first boot hangs on a blank screen. Reset, and then remove quiet
nosplash from grub menu and boot into that, and I see a loop on "Running
/scripts/local-block ... done.", until it finally gives up with a
message:
Gave up waiting for root file system device. ...
And I get dropped to an initramfs shell. There is no zfs module loaded
(cat /proc/modules|grep zfs is empty).
