Public bug reported:

Attempting Kubuntu Eoan install using ISO from 2019-10-16 when
attempting to connect to wifi, the following warning/error appears after
typing in the network password:

"org.freedesktop.NetworkManger.PermissionDenied: Not authorized to
control networking"

Verified on Dell XPS m1530 (legacy BIOS) and Dell Inspiron 7559 UEFI

Wireless networking works fine after OS install and reboot.
