I can confirm this bug, tested in a Toshiba laptop

I booted without 'quiet splash" and noted a delay for 1 min 30 seconds.
Could this bug be related to the delay bug reported at

  Wireless networking "not working" during install.

  Confirmed

Bug description:
  Attempting Kubuntu Eoan install using ISO from 2019-10-16. Choose the
  install option (vs Live booting).  Attempting to connect to wifi, the
  following warning/error appears after typing in the network password:

  "org.freedesktop.NetworkManger.PermissionDenied: Not authorized to
  control networking"

  Verified on Dell XPS m1530 (legacy BIOS) and Dell Inspiron 7559 UEFI
  BIOS.

  Wireless networking works fine after OS install and reboot.
