In 19.04 I could type apt upd<TAB> or apt fu<TAB> and autocomplete would
work. It doesn't work in 19.10 as root (though it does as my normal
user). I fixed the issue by uncommenting the last lines of /root/.bashrc
but I don't understand why you'd break root user autocomplete by
default.
This is in an upgrade scenario from 19.04, I don't know if it's
similarly broken in a clean install.
