[Bug 1848697] [NEW] Report packages kept back listing all allowed origins where it has higher version

With LP: #1821376 unattended-upgrades started listing packages by
origin, listing each package in the origin where the highest version
resides, but this hides the information, that the installed package
could be upgraded to a lower version which may contain only security
fixes.
