Tested debootstrap 1.0.116ubuntu1.1 on my eoan machine and I was able to
successfully bootstrap focal.

  Without this update users cannot generate focal chroots for
  development.

  Attempt to debootstrap focal.

  Very low, this simply introduces a suite specific script which is not
  used unless you attempt to create and Ubuntu Focal chroot.
