[Bug 1850674] [NEW] Support amd64+kassel in bionic

[Impact]

In eoan+ we currently enable building the amd64+kassel family of images
for core18. Since we should be building core18 via bionic, this support
needs to be backported.

[Test Case]

Build the kassel ubuntu-core image using bionic and make sure it builds
successfully.

[Regression Potential]

Other core18 images might fail to build or not have the proper arguments
passed, but that would be easily visible.
