Apparently it's implemented in ubiquity but not enabled. The
show_shutdown_button key is not seeded.

It there any reason to keep it disabled ?

  Triaged

Bug description:
  In live session, final dialog offers:
   - continue using live session
   - reboot now

  In ubiquity-only mode, final dialog offers:
   - reboot now

  Both of these should offer "shutdown only" option as well.
