  After a recent update grub menu is always on

Status in grub2 package in Ubuntu:
  Confirmed

Bug description:
  I have only Xubuntu installed. After some upgrade grub menu always
  appears on boot.

  GRUB_TIMEOUT=0
  GRUB_HIDDEN_TIMEOUT=0

  are ignored. Timeout is set for 30 sec whatever I try.
