[Bug 1831468] Re: 'upstream' tests fail, usually TEST-18, TEST-19, TEST-25, and/or TEST-27

There is various expansive work I'm doing upstream on the entire test
framework, so I'll eventually get to cleaning up all the tests in our
sru releases. Closing this as I don't need it to track any failures
currently, I'll open new sru bugs when ready to fix tests.

Title:
  'upstream' tests fail, usually TEST-18, TEST-19, TEST-25, and/or
  TEST-27

Status in systemd package in Ubuntu:
  In Progress
Status in systemd source package in Disco:
  Won't Fix
Status in systemd source package in Eoan:
  Won't Fix

Bug description:
  [impact]

some tests in the 'upstream' test suite fail on disco for ppc64el, e.g.:
  FAILED TESTS: test/TEST-18-FAILUREACTION test/TEST-19-DELEGATE test/TEST-25-IMPORT test/TEST-27-STDOUTFILE

  [test case]

  check autopkgtest logs, e.g.:
  https://objectstorage.prodstack4-5.canonical.com/v1/AUTH_77e2ada1e7a84929a74ba3b87153c0ac/autopkgtest-disco/disco/ppc64el/s/systemd/20190601_160043_a5281@/log.gz

  [regression potential]

  TBD

  [other info]

this appears to fail only on ppc64el on disco and eoan, not cosmic or
earlier or any other archs, but that is only from checking a few logs
from other releases/archs, and without any investigation into the
problem yet, so could be incorrect.
