Not a bug per se, in fact the description is more or less expected, as
dist-upgrades can cause many packages to be installed.

  dist-upgrade takes too long to load

Status in ubuntu-release-upgrader package in Ubuntu:
  Invalid

Bug description:
  It happens when running sudo apt update && sudo apt dist-upgrade. The
  download takes a few minutes, but the upgrade portion can take minutes
  or even up to half an hour, especially when running after installing
  18.04.4
