Plymouth-theme-Ubuntu Logo graphical boot animation is working good on Ubuntu 18.04 it stays
on each time I boot. Then reverts to a black screen for a short time then the OS starts. I would
say that is fixed. 
Ubuntu 20.04: Plymouth Ubuntu=theme-Spinner Boot animation logger and I/O multiplexer- Spinner theme works wonderful goes from the spinner theme to a black screen briefly and the OS opens.
I would conclude that you fixed it. Seems to be functioning correctly. Both of these OS's are
fresh installs. That may also have something to do with it.

Bug description:
  Plymouth boot loader starts with a spinner for 6 revolutions then completely Black Screen.
  Until eventually the Ubuntu OS is loaded. This is an occurrence on Ubuntu 18.04, Ubuntu 19.10 &
  Ubuntu 20.04. All of the Plymouth Boot loaders start with the Splash screen for a few seconds
  and go to a Black Screen during to Boot Process. I am hopeful that this will be changed or fixed
  at the conveniences of the developers. This problem has been around for more than one year. 
  This should be put on a low priority.
