It's probably a good idea, but what testing has been done? e.g. rebuild
/ smoke tests of projects in the archive?

Bug description:
Usually we make the new version of Go as soon as it is released. This
time I forgot, so here's me asking for permission to do it waaay after
feature freeze.
1.14 has been the default in Debian for a while with no obvious major
problems.
The motivation is (a) RISC-V is only supported in 1.14 and (b) having
1.14 in the LTS vs 1.13 means that we'll be six months less out of
date as the LTS ages...
