  Do not offer an upgrade from i386 systems

Bug description:
  Given that there will not be a full set of i386 packages for Ubuntu
  19.10 and that it will not be possible to upgrade to Ubuntu 19.10 it'd
  be best if the new release dialog were not displayed for systems with
  an apt architecture of i386. The message should indicate how long they
  will continue to receive updates for and present information about
  reinstalling using amd64 (if that's possible). These changes will need
  to SRU'ed to both Ubuntu 18.04 and Ubuntu 19.04.
