Public bug reported:

images should have core18+snapd, not core

ubuntu desktop seeds three snaps, and livecd-rootfs adds-in "core" to
it.

however, all three snaps have base "core18", and thus "core" should not
be added, but instead "snapd" should be added.

** Affects: livecd-rootfs (Ubuntu)
     Importance: Undecided
         Status: New
