[Bug 1872438] [NEW] pinentry doesn't show passphrase window (fresh Ubuntu 19.10)

Public bug reported:

Running the app causes the shell (or other caller) to block without
showing the password window. I encountered this while trying to decrypt
a file using gpg. I've worked around by switching gpg-agent to pinentry-
curses.

Ubuntu: 19.10
pinentry-gnome3: 1.1.0-3
gpg: 2.2.12-1ubuntu3

I expected pinentry to show a window when launched by "gpg". I think the
problem is unrelated to "gpg" because running "pinentry" manually causes
the same behavior (infinite wait, no window).
