You do actually have packages left over installed from the ubuntu-
toolchain-r PPA or the jonathonf_ubuntu_gcc-7 PPA and those packages are
preventing your ability to upgrade to a new release of Ubuntu. You'll
need to resolve this issue, likely by installing the official Ubuntu
packages, yourself and try the upgrade again.
