Running...

sudo dpkg-reconfigure linux-modules-nvidia-440-$(uname -r)

...installs the signed nvidia kernel modules and following a reboot
prime is working.

  configured for Hybrid graphics. Post-install the nvidia kernel modules
  are not installed and `prime-supported` reports that this not a prime
  capable system.
