[Bug 1890179] [NEW] RM: gfxboot-theme-ubuntu only used for debian-installer

The gfxboot-theme-ubuntu package is only used by d-i based images, which
we are now no longer building.  Component-mismatches reports that this
package should be demoted to universe.  Instead, we should remove it
from the archive.
