[Bug 1909173] [NEW] Python-apt for Python2.x is missing from repositories for Groovy

I can't seem to find clear cut explanation why python-apt is missing
from the repositories. AFAICT, there was a security release Dec 10th? If
this was intentional or not, I'll leave this issue here, at least for
those who run up against this issue and don't know why.
