[Bug 1862644] [NEW] keyboard layout not active during full install from iso

You have been subscribed to a public bug:

during install of Ubuntu daily of Focal (version 2020-02-10, desktop for AMD64) from the iso image
the keyboard layout is determined and set for testing (in this case it was a German layout).
but this setting is not active on consecutive pages - especially when user name and password for the initial user is set up.
this can lead to sudden logon problems when the main system is running when some of the keyboard layout specific keys are part of the selected password.
